Our plan was to have the bin rotate horizontally. We made the frame more stable by adding supports. The top opening wasn't secure enough to lock very well, so we cut an entrance in the side and put a lock and some hinges. We bolted the top entrance for good measure. We think that the design of the frame and the locking mechanism will make it secure enough to prevent vandalism and weather.
